			<content:encoded><![CDATA[<p>China is <a title="China Tightens Grip on Rare Minerals " href="http://www.nytimes.com/2009/09/01/business/global/01minerals.html" target="_blank">tightening controls over some of the world&#8217;s most obscure but valuable materials</a>. The Asian economic superpower currently produces more than 90 percent of the world&#8217;s so-called &#8220;rare earth metals,&#8221; which are used in everything from green technology to military hardware. The Chinese government is now taking major steps to limit the availability of rare elements to the rest of the world.</p>
<p>Marcus Mabry, international business editor of The New York Times, joins Daljit Dhaliwal to discuss these rare materials and the implications of China restricting their export.</p>

<p>They discuss the speculation swirling around the end of American financial domination. The current situation exposes the U.S.&#8217;s vulnerability to energy and international currency flows. Haass and Robbins insist the U.S. has lost its &#8220;street cred&#8221; &#8212; marking a new period of decline in America&#8217;s influence around the world.</p>
<p>The discussion turns to Afghanistan, where the U.S. is reviewing its current policy amid reports of a general <a title=" Afghanistan is in a “downward spiral,” report says" href="/blog/2008/10/09/afghanistan-is-in-a-downward-spiral-report-says/1755/" target="_blank">downward spiral</a>. According to the report, the Taliban and al-Qaeda are strong, more opium is being produced, the government is corrupt and cross-border violence with Pakistan has increased.</p>
<p>Finally, Haass and Robbins address North Korea&#8217;s aggressive posturing. The U.S. is expected to take North Korea off the list for state-sponsored terrorism, but the real question is: What happens after that? Unless China plays a role in helping to fight terrorism in the region, relations with North Korea may remain unresolved.</p>

European nations are struggling to <a title="Europe Promises More Coordination as Markets Tumble" href="http://www.bloomberg.com/apps/news?pid=20601068&amp;sid=amORf3ex9stI&amp;refer=home" target="_blank">coordinate their efforts</a> in combating the crisis.</p>
<p>Marcus Mabry, international business editor of The New York Times, speaks with Martin Savidge about the global market meltdown that started in Asia and rolled over to Europe. He says European ministers will try to come up with plan for the EU to take the crisis on together despite disagreement. Some countries favor a bailout like that recently approved by U.S. President Bush, while others dislike the idea of a pan-European plan.<br /><img src="/files/2008/10/imgv_1006_mabry.jpg" alt="media"><br />

<p>Already, Germany has responded by taking steps to prop up its banks and <a title="Germany seeks to reassure savers" href="http://news.bbc.co.uk/2/hi/business/7653317.stm" target="_blank">reassure depositors</a>. Their move to guarantee deposits in personal savings and checking accounts has put pressure on other EU nations to follow suit in order to prevent money from fleeing their banks for German banks.</p>
