Iraqi lawmakers are debating over a pact that could keep U.S. forces in Iraq for another three years after a major reduction of troops in June, a proposition that has received mixed responses from neighboring countries like Iran and Syria.

Over the weekend, protesters in Iraq voiced their discontent with the preliminary security plan. The United Nations resolution that governs the U.S. presence in Iraq expires at the end of 2008.

If the UN resolution expires before a security agreement with the Iraqi government is met, the U.S. forces would technically be occupying Iraq and American military troops would be subject to Iraqi law, not U.S. law.
