Congolese president vows to stop violence

Another tragedy took place in the war-torn Democratic Republic of Congo last week when Ugandan rebels from the Lord’s Resistance Army killed hundreds of people in the country’s northern region. The killings took place as the rebels fled from a multinational military offensive against them.

Congolese President Joseph Kabila made an announcement promising to remove armed groups from the country.

Joseph Donnelly of Caritas Internationalis, the Catholic aid group that reported the massacre, joins Martin Savidge to discuss the latest violence and Congo’s future.

Dear World Focus,

I just watched the discussion between Martin Savidge and Joseph Donnelley and I feel compelled to make a comment about the discussion specifically regarding women in conflict. Mr. Savidge asked a very important question regarding the rape of women as a weapon of war. As a human rights lawyer who is constantly advocating for rape to be defined in such a way, I was impressed by his informed question. I was, however, disappointed by Mr. Donnelly’s response. He made reference to UN Resolution ‘1825′ - he was wrong. The UN Resolutions he should have mentioned were UN Resolution 1325 on Women, Peace and Security (2000) and UN Resolution 1820 (2008) on Women in Armed Conflict. Both of these Resolutions are binding law on all UN Member States and mandate that they take immediate action and punish all perpetrators of sexual and all gender based violence against women and girls in conflict (and post conflict situations) Further, this Resolution is binding on all parties to the conflict (which includes rebels groups) The aim is to end impunity for these crimes and to further recognize what has already been established under international law - that we must put an end to the war against women and end rape as a weapon of war.
